Academy Award-nominated actress Charlotte Rampling said her comments that an Oscars boycott is "racist to white people" were misinterpreted.
Rampling, 69, sparked controversy by speaking out after some actors decided to boycott this year's Oscars due to an absence of black actors.
These included Will Smith, who declared he would be joining his wife Jada Pinkett Smith, and others, in not attending the 28 February event.
Rampling told France's Europe 1 radio on Friday that, while it is impossible to know for sure, "maybe the black actors didn't deserve to be in the final stretch".
Asked if she thought the Academy should improve its diversity with quotas, Rampling said: "Why classify people?
"These days everyone is more or less accepted.
"People will always say, 'Him, he's less handsome'; 'Him, he's too black'; 'He is too white'.
"Someone will always be saying, 'You are too [this or that]'... But do we have to take from this that there should be lots of minorities everywhere?."
Rampling's comments drew headlines around the world.
Chelsea Clinton - daughter of Bill and Hillary Clinton - tweeted: "Outrageous, ignorant & offensive comments from Rampling."
On Saturday, 69-year-old Rampling responded with a statement to CBS News' Sunday Morning.
She told the programme: "I regret that my comments could have been misinterpreted."
She added that she wished every performance was given equal opportunity for consideration.
Rampling is nominated for a best actress Academy Award for Andrew Haigh's portrait of a marriage, 45 Years.
Following the row, the ceremony's organisers - the Academy of Motion Picture Arts and Sciences - has pledged to double its membership of women and minorities by 2020.
