Proposals to severely restrict how taxi-hailing apps like Uber operate in London have been rejected.
Transport for London has ditched a number of options, including forcing operators to delay passenger pickups by five minutes.
A proposal to require operators to allow passengers to pre-book cabs up to seven days in advance was also dropped, as well as a ban on showing vehicle locations inside apps.
However, new regulations introducing a formal English language requirement for drivers will go ahead.
An Uber spokesman said: "We’re pleased that Transport for London has listened to the views of passengers and drivers, dropping the bonkers ideas proposed last year like compulsory five-minute wait times and banning showing cars in apps."
The Licensed Taxi Drivers Association, which represents thousands of the capital's black cab drivers, said the move was a "missed opportunity".
Boris Johnson said that the congestion charge exemption for private hire vehicles could be scrapped, however.
He said: "Private hire vehicles now represent over 10% of vehicles entering the congestion charging zone on a daily basis and I have asked TfL to investigate the impact and feasibility of removing the congestion charging exemption for private hire vehicles with a view to cutting congestion in central London."
A further four-week consultation on the revised changes will take place, with the results being put to its board on 17 March.
